The only detail that should reasonably be up for interpretation is how a nation collectively funds the healthcare costs. Any nation that denies access to healthcare to specific demographics, forces crippling spending by the patients, or forces their citizens to jump through too many hoops just for care is a failure of their healthcare system and a rejection of basic human rights

Universal health care is a system that provides quality medical services to all citizens. The federal government offers it to everyone regardless of their ability to pay.

Single-payer healthcare is a type of universal healthcare financed by taxes that covers the costs of essential healthcare for all residents, with costs covered by a single public system (hence 'single-payer').
